About mouse sampling

I know under the normal situation,the mouse sampling rate is about 30 times /s like the following code: int Game_Init() { ..... Get_Mouse_State(); ..... sleep(30); } so,what if I need to specify another sampling rate?For instance,each time when the player press the mouse's left button do a sampling. Because in Direct input,only after sampling the mouse,you can know whether the player press the left button or not,I don't how can I sampling the mouse only when the player press the mouse,could anyone tell me how to realize this? thanks
