Effect file and Sas Controls

I opened up some of the effects file from the dec_sdk, the ones that the model DwarfWithEffectInstance.x uses. In it i saw alot of usage of the Sas stuff. I have the SDK document, but I don't understand how to implement and use the Sas keywords. For example, in the Dwarf mesh, one of the effect instance was to just pass the texture filename as a string to the "texture g_txScene". Does this means the effect file can load a texture for me without me having to create a LPDIRECT3DTEXTURE9 object?
