Graphics Tablet or just a Scanner?

My biggest problem when starting a game project is art. Although i can use both Psp and Photoshop i cannot work with this torchure tool called mouse. I can draw really nice on paper with only a pen but i don''t have a scanner or a graphics tablet. So i decided o get one of them. But this is the big dillema: Should i buy a scanner or a graphics tablet? What is going to help me most? Is a graphics tablet worth the money? What size should it be? Or is a cheap scanner better? I would get a scanner, you can scan in concept art, finetune it, and you can use your art as a background in 3dsmax
