compiling smaller textures into a large one

Alright long story short i've got a free model that has 30-40 small textures. I want these compiled into one large texture map for obvious reasons, so I'm assuming i'll probably have to write a program to do this myself, right? Any advice? It's in 3ds format, so go to wotsit and then...what? How do I...?
