marking all collisions

I'd like to have some way of marking each time a collision takes place, what objects contributed to the collision, and with what relative force. When I say 'collisions', I'm referring not only to big events, but even slighter ones, such as a pen writing on paper, or a hand touching a jacket. Do APIs like this exist within gaming software architecture, or does it call for a whole new realm?
