torque game builder or blitzmax ?

It depends on what you want to do, why limit yourself to these two methods of game creation? How much time do you intend to spend making games? Are you interested in spending a lot of time learning how to create games? There are easier ways out there, and harder ways, it depends on what you want though. Game Maker might be an even better choice if you don't want to spend too much time, want a drag and drop interface, and are only really interested in 2D games. I'm not sure about Torque Game Maker, but Blitz was used to create the MMORPG maker known as RealmCrafter, it doesn't seem like you can go wrong there.

As for you being a complete beginner, you probably want to start with a more simple method of game creation, so i'll just recommend you start with Game Maker as its used for 2D, and you can learn some valuable information about programming with it.
