The Win32 SDK will allow you to create applications for the Win32 platform using the Win32 API. In the .NET platform, C++ applications are made using "managed C++" and the .NET library components. The Win32 API is the interface to Windows applications before the .NET was introduced by Microsoft.

To sum up, you'll need this SDK if you're planning to work with the Win32 API (you'll need it if you're planning to work with libraries such as SDL or Allegro).
