Yes, I agree that free software should be better.
What kind of terrain are you making / what kind of tool are you looking for ?
A simple terrain engine might take a bitmap image as an input to create a height map, but that's quite limited and doesn't contain much of information.
vterrain.org might have something you're looking for.

Have a look at the free 3DEM, it gives you some download sources and you can export terrain to heightmap which you can then load your terrain from ;)
