I was wondering if it would be a good idea to use more than 1 connection per player? Like 1 tcp connection for packets that should arrive and 1 udp for packets you don't care about.

Whatever you like, really. Without knowing the situation, it's impossible to say if a dual-protocol solution is the best way forward. What sort of application / game? What sort of player load, update frequency? What needs delivery, what doesn't?

Sometimes it's a good idea, sometimes it isn't.

I've heard of this strategy before, and yes, sometimes it can be a good idea. For example, if you are in a 'UDP game' environment (i.e. minimum latency essential) then you might want to send important info (console commands, maybe) via TCP. However, I believe that most UDP libraries let you send 'guaranteed' packets without needing TCP.
