What programs go into making a game?

What do you mean? The more specific questions you ask, the better answers you'll get.

At a minimum, you need a text editor to write code in, and a compiler to turn the code into machine code.

Usually, you'll want something to do graphics in, Photoshop for 2d and/or textures for 3d models, and 3d Studio Max, Maya or one of the smaller competitors for actual 3d modelling/animation.

For sound, well, you need something that lets you manipulate/record sound files.
