If I am making a direct X game and using direct input, I dont use any of the win api functions to detect key presses right?

You don't have to but you can. Although Microsoft recommends using the Win32 API instead of DirectInput for now. They say you should only be using DirectInput for stuff you can't do with the Win32 API.
