I recently discovered that game engine's are put inside libraries but i need help writing the libraries with dev-cpp. When i start the project should i choose dynamic or static? I tried writing a dynamic but i couldn't understand what was there. Could anyone help me?

Game engines are not always put inside libraries (even professionally this is not always the case). Get it running normally before you worry about such things.

I'd stick with either including it in your project or as a static library in development. The bad thing with having it as a static library, though, is that if you want to change code, you have to recompile the library, and then re-link (or recompile if your compiler doesn't allow simple re-linking) your project.
