OpenGL Image in Graphics Card

Hi, I was wondering if there is a way in OpenGL to tell the graphics card to take an image and convert it into a heightmap of floats on the card itself. Apparently it can be done on relatively "older" architectures, like those with VBO support I think. Could VBOs do it? EDIT : Reason for asking is that I have to implement the Geometric Clipmaps algorithm which uses that technique to minimize traffic from the CPU to the GPU. if you card supports floating point textures you can simple upload it with glteximage and GL_FLOAT as format.

you could create a dynamic vbo and loop every frame through the current image and calculate the new vertex data.
