2d effects in OpenGL

Hi! What would be the correct way to implement 2d effects such as plasmas, bitmap distorsions etc. as a background effect in OpenGL? Regards, Jesper

as a background would be an ortho viewport before the 3d scene(like a HUD). during a game u want to use billboarding

an example of a HUD is in my appwizard program (GLUT) on ny site
