How to make .fx file???

First , I'm sorry if I make some grammar mistake. I want to learn something about vertex shader and pixel shader . I've read some article , but I can't find a tool to make the .fx file . Is there a effective tool to make .fx file ????? How about RenderMonkey???? But first RenderMonkey don't make .fx file , and why does the rendermonkey exit in my computer as long as I push right button of my mouse?????

But mine is ATI , not nvidia .
And I want HLSL not Cg.
Does that support HLSL????
Does that work on my ATI card?????

NVidia has FX Composer, and ATI has RenderMonkey. They pretty much do the same, and allow you to write HLSL shaders.

Either of the two applications run on either graphics card. My personal favorite is FX Composer, but YMMV. :)
