Zelda: Wind Waker type water (cartoony)

I want to create a game with cel shaded graphics, and creating realistic water for it is kinda nonsense. Any ideas how to create such great looking cartoony water as the one in Zelda: Wind Waker for GC (clicky)?

I think more of the actual effect of the water - waves breaking near the land, and so on. Check also here the movie called 'Link meets his sister'. Anybody can give me few pointers?

From what I can tell, the nwater has various states in which it is rendered.

First is the calm, flat water. This is probably just a flat plane.
Second is the "choppy water. This is probably similar to the flat water, but with a few added wave crests.
Last are the rolling waves. These are just a large, low poly mesh.

All of these techniques just have a tiled texture on top that slides around. Of course, I could be completely wrong, but I bet you could get a decent approximation this way.
