You can find that in the "Skinned Mesh" sample in the latest DirectX SDK. There will be the mesh Tiny.x in the media folder.

You can make your own with blender:

There's also some examples that come with blender to DirectX exportor:

Add the exporter(.py file) to the scripts folder in blender and grab one of the Example 1, 2, 3 and 4. I think they include mesh that have already been exported to DirectX, but the speed might need adjusting. So you can open the blend files and export then with the correct speed.
Have you tried looking for content on TurboSquid? It is a place where freelance artists sell their models - however, there are also many free ones available. Go into the 'Advanced Search' and put a maximum price of $0, and you will find all of the free ones.

If I remember correctly, there are quite a bit of free characters available for use.
