DX7 - Blit paletted surface onto non-palette primary surface

Hi! I was just wondering if it''s possible to blit a paletted off screen surface containing a bitmap onto a primary surface running on 16-bit color? I tried setting the bitmap to use palettes but it doesn''t get displayed on the screen unless it is the same color depth. I heard that DirectDraw can''t blit a surface to another with different color depth, but I see games out there which as running on 16-bit color and have sprites that can change colors. Anyone know how this is done? Thanx!
