[.net] Draw graphics for GUI

I am wanting to write a custom GUI system for my game. Reason why I want it to be custom is because I need special features built in, and the windows need to be drawn in a special way. How would I go about using textures to draw the seperate parts of the window and make it so the window is resizeable? I am assuming vector graphics, but how can I get those drawn properly in DirectX? Here is my mockup. The actual gui will probably be bigger. :P

If you're using textures for the GUI components, then my recommendation would be to use the Sprite class. But that's the easy part, the hard part is designing the GUI system. Do all controls derive from Widget? How will you manage all GUI states in your application? What will you do for user input? How will you keep focus for a widget?
