You would have to change the material rendering methods. If you have a specific scene that you know needs motion blurring you can just set this up ahead of time in PRO Edit.

You might also try changing the rendering method functions using PR_RegisterRenderMethod. Save all the original function pointers, then change all methods to a custom alpha blended method. Probably will want one method for textured and one for non textured objects.
