dx8 d3d or dx7 directdraw for 2d?

I''d go with DX7 and use DDraw. With DX7 you can blit directly onto a D3D back buffer making it possible to use both. I do real time character rendering and standard tile blits using one surface.

As for 3d render vs 2d blits they''re both pretty much the same speed depending on the graphics card. This discussion has been brought up a few times. Some cards support 3d better than 2d and other 2d better than 3d. It also depends on how well you optimize your code.

I think the best solution if you want to accomadate both is to use DX7 and setup two render loops and allow the user to switch between them. Doing that would also allow you to see for yourself which works best for you.
