Can Xbox 360 execute C# based programs? Is .NET installed in any version?

Currently no, although this is being developed with XNA as they already internally have the CLR running on the 360.

Just to keep in mind, it looks like MS has no plans to allow .NET development for free on the 360. As it stands right now, you will need to purchase the 360 Dev Kit to do 360 XNA development when it is finally publically released. Although this could change in the future. With little information regarding the XNA framework, only speculation exists at this point.
