camera confusion

I am a bit confused with the view matrix (camera)for dx9 c++. q)When you dont move the camera in a program it has an eyept,lookatpt and upvec. When you move the camera it now has 4 vectors in the view matrix, x,y,z and a position. x,y,z are defined. why? q) when you rotate for example the camera to look up at the sky say , are you rotating how the x,y,z axis will look or are you just saying instead of looking at 0,0,0 now look at 0,20,0 (look up) . PS I am a little confused from a couple of sources
