Never Mind [Figured it out myself]

Hello, I was looking over Arrays, and saw a multidemensional array, and I was wondering how this piece of code works. I know what it does, its a 3x3 array, but I dont understand why and how it is working. For Example, in the for loop, doesnt it go throught the outer loop, then through the inner loop 3 times, then repeats till i == ROWS?? Code:
        const int ROWS = 3;
	const int COLUMNS = 3;
	char board[ROWS][COLUMNS] = {'X', 'O', 'X',
				     ' ', 'O', ' ',
				     'X', ' ', 'O'};
	
	for(int i = 0; i != ROWS; ++i)
	{
		for(int j = 0; j != COLUMNS; ++j)
			cout << board[j];
			cout << endl;
	}
