__stdcall specifies how arguments are passed onto the stack and who is responsible for cleaning up after the function exits. Normally functions are __cdecl which has a different method for this.

Not all functions in a DLL must be __stdcall - what is necessary is that anyone who is calling the function knows the calling convention of the function.
