OpenGL About 2D programming in OGL

I assume that by "build" you mean not write any of the code yourself? Seems that way. In which case I recommend one of those simple game/RPG makers like Realm Crafter, RPG Maker, Gamemaker, etc.

If you are actually willing to do work, I'd recommend you look into some basic OpenGL tutorials to get the hang of things. Also, if it suits your style look into how to use glOrtho for orthohraphic (2D mode), which basically allows you to ignore the third dimension.

Allegro is a better bet than OpenGL when it comes to 2D. Granted that the kind of power that comes with OpenGL is missing... but it can make life lot easier.
