I want to use python to make a turn - based rpg. Im not sure whether to use 2d or 3d but should I use 2d with pygame or can I use something different to make a 3d game with python?

You can use whatever you like. Pygame supports Opengl if you'd like to make a 3d game, but it can also do just plain 2d.

PyGame is a wrapper over SDL, which is only capable of making 2D games by itself (as far as I know). If you think you might want to make your game in 3D, consider using PyOpenGL.
