How can I detect the highest supported vertex and pixel shader version?

ARB_shading_language_100 is part of the old extensions for GLSL
You can ignore it because GLSL is now part of the core.
It's version is 1.10 for the moment
Use glGetString(GL_SHADING_LANGUAGE_VERSION)
If you want to determine if you have SM 2.0 or SM 3.0 hardware, there is a dirty way to do it.
