How to make sure my image file decoder work on platforms with different endian order? use a byte reading function like this:
unsigned char ReadByte(...){
#ifdef LITTLE_ENDIAN
...
#ifdef BIG_ENDIAN
...
}
Is it enough? What about other image file decoder as IJG's JPEG decoder? Do them has such problem?

The only what to make sure that your program works on platforms with a different endianness is to run them on a platform with different endianness.

For a ReadByte function, specifying little endian vs. big endian is pointless as bytes aren't affected by endianness.

Most image loader libraries will work on platforms with either endianness.

Sorry... so it will be ReadWord or ReadDword, right?
