I'm new to DirectX, and I was wondering, how could I draw a square in Direct3D 9, that is transparent so you can see it very clearly, but you can also see whats right behind it. And how could I give it a colored border?

What you want is a form of Alpha Blending. Without more details its difficult for me to provide a more precise answer [smile]

What you'd do is render the scene/image behind the transparent square, then render a square over the top and configure it to blend with the existing image contents (its important to realise that blending is draw-order dependent).

Adding a border is probably just down to however you create the geometry..
