make a 2D card game

(i'm from Chile, and my English is not very well) i like to make a 2d card game (like Windows 's card game), but i'm starting with managed DX9 (DX + c#), i have made a simple objects. doubts: i have to use D3D or Ddraw? i can use D3D for simulate the 2D efect, movings, etc?

You don't have to use either. Although I'd highly recommend you use D3D. You get alpha blending for free, once you get the basics up and running it's (much) easier.

Yes, you want what's called an Orthogonal Projection Matrix. That makes your 3D non-perspective correct (Which is the effect where objects further away seem smaller), like a CAD application's 2D windows.

In my current project, I'm making a side-on scrolling RPG, and I'm using D3D with an orthoganal projection matrix for the reasons I've described.

You don't even need matrices at all if you're content to use transformed vertices (ie directly specifying screen coordinates). So D3D can definitely do everything you want to do, and more.
