I already have a firm grasp of C++. From what I've gathered on the forums, I'm supposed to learn a graphics API and start writing excruciatingly simple games with that. Does anyone have any suggestions for what API I should learn, or a link with information about the different APIs?

Try OpenGL or DirectX. OpenGL is strictly graphics and is cross-platform. DirectX has some extra things beyond graphics, but is only for Windows.

You don't explicitly have to do 3D in OpenGL or DirectX. 2D in OpenGL is actually pretty simple and while you learn that you are preparing yourself for 3D.

nehe.gamedev.net is a good place to start for OpenGL, once you get into it you might want to get a book.
