Hi! I'm currently creating programming UTF-8 support for our engine and validation etc is working correctly. I was just wondering how inputing unicode characters work, does the underlaying OS handle the unicode input (meaning if I press scandinavian "ä" does it turn to UTF-8 coding)? Or do I have to use some library when it comes to input (like ICU)?

This depends on the operating system and what mechanisms you use to interact with the operating system. For example, if you using windows messages, the WM_CHAR message's WPARAM is a UTF-16 encoded character value, but the WM_UNICHAR message's WPARAM is a UTF-32 encoded character value.
