FPS handling in java applets

I'm not sure how one handles framerate in an applet. I've made a few small applet games, but they either speed up or slow down extremely noticeably when I switch from one computer to the next. How do I handle these framerate issues?

Writing more effecient code would help, but that is a given.

What type of issues is this causing? Is it just annoying, or is it causing syncing issues or something?

Well, the games speed up incredibly. It makes them almost impossible to play unless I modify the code specifically to meet the hardware. Since the actions are rendering based on the speed of the hardware, a faster computer like my XPS plays the game insanely quickly so that the sprites are blurs. Is there a way to handle the framerate and running of the program to standardize it between computers?
