gluBuild2DMipmaps and GL_TEXTURE_BASE_LEVEL

I'm wondering, does gluBuild2DMipmaps always load the first level (copy of data) at level 0, or does it begin at whatever the base level (GL_TEXTURE_BASE_LEVEL) is set to? Surely the latter would seem the correct behavior, but the documentation seems to suggest that it always begins at level 0. I can easily use my own mipmap generation code instead of gluBuild2DMipmaps, but I'm curious nonetheless. Thanks, ~SPH
