If I want to use sprites without being regular shape eg 256X512 or any other combo, then I use this function. q)Could someone please give an example of using this function D3DXCreateTextureFromFileEx q)what speed penalties do you suffer with this?

D3DXCreateTextureFromFileEx (MSDN).

I would assume that it would be slightly slower than D3DXCreateTexture since there's a lot more going on (mipmapping, colorkeys, etc), but since texture loading should only be done at load-time, the difference should be negligable.

Unless you're creating textures every pass, at which point I trout you and yell that you're doing something wrong.
