C# Help Problems

I have been using the Help in my copy of Visual C# Express to learn this language. I find it to be very easy to use. But for the last few days I have been getting an error when trying to view it, "Information Not Found".
I open Visual C# express
I click on "How do I"
I then click on windows application
I click on any of the links on the next page
Then I get the error
How can I fix this? I try to follow the directions on that page to fix this but they are no help.
Anyone else have this problem?
If you have fast always on internet, set help to use online help first.
To configure Visual Studio Help to use online content
On the Tools menu, click Options.
The Options dialog appears.
In the treeview control in the left-hand pane of the Options dialog box, click the Online node beneath the Help node.
You may need to click the plus sign next to the Help node in order to make the Online node visible.
In the set of options labeled When loading Help content, select Try online first, then local.
Click OK.
