max ppl on for shared server?

It depends a lot upon what you are serving! Assuming that 250mbs is 250 megabytes (really mBs), you don't have a huge amount of bandwidth to burn - so you'd be fine for a small website with not much traffic, but if your website became popular you would be out of luck. To give a comparison, the small sites we host at work range from about 50 megabytes/month for a couple of hundred visits per month, to well over 10 gigabytes/month for a popular e-commerce site.

If you are looking into hosting a game, then only you can do the math: how much bandwidth does a client use? Lets say 4 kbytes/second. You have 256,000 kbytes total for the month, and a client uses 240 in a minute. So... you have 1067 user-minutes per month. One user could be on for 1067 minutes, 10 for 106 minutes, etc.

Also, we have no idea what sort of shared server you are on. It may be loaded with other users, or empty. It could be a 386 or a dual-core opteron, or anywhere inbetween. You have to consider available server resources (memory, CPU power, etc.) when figuring out user load.

In other words, nobody can answer your question without a LOT more information, but hopefully this post will give you some starting points to think about.

What's the maximum number of people that can fit into a building?

Your question is basically like that. There are so many variables you can't even begin to give a precise answer.

How big of a building? Where will it be built? What are the building codes? What is the terrain like? How many doors does it have and how big are they? What density of people? How big is a person? What is the variance in person sizes? How much overhead is there (can't put people inside walls)? Yadda? Yadda? Yadda?
