In reference to this really old thread I thought I might clarify the first response to the question asked. To use the WM_SYSCOMMAND to disable the Alt key, simply return from the window procedure...in other words, don't let the message reach the default procedure which pauses the window and brings up the system menu. Quick and dirty:
LRESULT WinProc(...) {
  switch(message){
    case WM_SYSCOMMAND: return 0;
    .
    .
    .
  }
  return (DefWindowProc(hwnd, message, wParam, lParam));
}
Worked for me.
