Google for "Speex" which is a reasonable, open source voice codec.

Then, open a DirectSound input stream, start reading data, and feeding it to the codec. For each packet produced, send a UDP datagram to your destination.

On the receiving side, open a DirectSound output stream. Receive UDP packets, and decode them into a queue of data. Each time through your main loop, lock the stream and copy whatever data you have, and fits. If you don't have enough data right now, generate silence.
