Why don't you start us off by telling us what kind of tools you're looking at developing.

And, if you haven't already, you should probably start getting experience with setting up a window for OpenGL or DirectX rendering, and mess around some with that (transforms, vertex buffers, etc).

If you've done that, search for md2 model loading. That's a fairly simple animated model format that you can use to learn the basics of loading and animating models.

Then learn some more on the window side of Windows programming (windows, buttons, textfields, etc, etc).

Once you've done all that, you should be ready to write some basic tools. Although, unless you have a specific game or project in mind, it will be much harder to write a general tool. Also, once you are at this point, you'll already be able to plan in your mind the basics of a tool.

I suggest you start off with a tool, that creates and modifies files which contain some information in a made up or existing format.
So you can start off with fairly basic operations.

But it would help indeed, if you would specify your needs a bit better.
