There's a complete tutorial on how to make a side-scroller at:
http://jnrdev.72dpiarmy.com/

Some more threads related to side scrollers that popped up when I typed "side scroller tutorial" into the search box.

There may be more in the GDNet articles section, or at GPWiki.org, take a look over there.

Good Luck.

I also recommend Tonypa's excellent tutorial on tile based games, here:

http://www.tonypa.pri.ee/tbw/

He uses Flash for language though, but the code is really easy to understand (if you're a novice programmer) and can easily be translated to C/C++ code. It's a very good read for understanding the "mechanics" behind a tile based game.
