Application bound to desktop?

Hi there! Today I had the idea of writing a small application, which is bound to the desktop. Something like an address-book, lieing on your desktop, where you can flip pages to e.g. look for someone' eMail address. I searched for techniques to accomplish this but couldn't find anything :-( There were some samples how to render to an "invisible-window" with OpenGL / DirectX but these applications always were always in the foreground. So, is there a way to render to the desktop, so that all other applications are still on top of the rednering? And that all other destop elements still funktional? Thanks!

Ah, this active desktop / activeX application ide seems to work quite well.
Has anyone a good place to start with this? (I've NEVER used activeX before...)
