Need Help Fast! Timer Display

Use performance timers (nehe.gamedev.net) or multimedia timers (lower resolution).
To display the time, use some form of text display (again, nehe tutorials). In summary:

GetPerformaceTimer(...);
save current time to a static var (timer reset)
GetClockTick();
Get current time and subtract the starting time (stored above). Result is the time elapsed since the timer reset.

Now reset time on race start. And from there you'll be able to get the time elapsed. You can have more timers. To do that, just create more static vars so store the starting time.
