Creating PDFs

Im somewhat confused about how to programatically create PDF documents. I'll explain my situation. I have hundreds of .doc, .txt, .jpg etc, files that need to be converted. I continually recieve more of these and am attempting to setup an automated way of converting these documents into PDFs. The PDFs should have passwords and watermarks applied to them as well. I used a trial version of someone's sdk (forgot what i was called) that was able to do things like Convert("input.doc", "output.pdf"), which worked great, but the retail version costs almost $2000. I'm looking more in the area of 'free' (or a close to free as possible). Anywho, if anyone can point my in the right direction or has any insight, please let me know. Thanks!

PrimoPDF is a good freeware PDF printer driver.

One solution I have seen (to perform these conversions in bulk) is to use Word (via COM) and to get it to perform the conversion (via a printer driver) for you. You'd still need users to have Word installed though - I don't know how you're arranging this sort of thing.
