[web] Weird IIS and Apache problem

On my computer I am trying to setup a small server behind a NAT router so I can view my website from school. I have port 80 forwarded to my computer and the like. But, IIS has a weird problem. I first installed IIS and when I go to http://localhost I get an access denied error. Then, when I try to access it from outside my router, it can't even find a webpage. But, if I stop the IIS webpage, and start the apache service, both things work fine. Why would the website with apache show up but not with IIS?
