Win32 Input CONTROL

Well ok, I am at the job of trying to make a program that will be controlled through a server and has the ability to control access to a client computer, think internet cafe's. What functions should I use to block messages from reaching the background applications and to totally lockdown the computer remotely. The client that locks down the application may also need to monitor the keys pressed during locking in order to unlock with a password for example.. I just don't know where to start.. (OK, the network/remote thingy is taken care of)
