You're not looking for a language, but for a graphics API or framework. What'll it be: OpenGL or DirectX for 3D, or SDL or Allegro for 2D? There are more options than just those, so go ahead and do some research into it. :)

Are you *sure* that you know C++ fairly well? I'm not saying that you definaetly don't, but it's quite possible that you think you do when you really don't. Can you make a database of some sort (say, of simplified Dungeons and Dragons characters, or something similar) using std::lists or vectors for storage and using a class for each entry in the database? If you could do that, you should be golden to start. If you can't, consider staying in text-only realm for a while longer. You will save yourself time later by really taking the time to learn the language decently before you start with graphics, so I just want to stress that you may not know as much as you think you do (though you might).

If you learned Java, Java has a very adequate Graphics class that's capable of many tasks until you outgrow it. I'm using it right now and it works fine and takes quite a bit of knowledge already.
