Are there any c++ compilers that are designed to/will work well on a flash drive? I have devcpp right now, but every time i plug it in it has to re-do the initial set up.

Are you starting dev cpp from the command line or just clicking the exe?

Open a console window and cd into the directory in which it resides.
Enter the following (changing the drive letter and path)
devcpp.exe -c E:/devcpp
this should stop it writing to documents and settings and therefore doing initial setup if there is no setting files there.

Also open the devcpp.ini file and edit the paths relative to the exe
ie
Cpp=.\include\c++\3.4.2\backward;.\include\c++\3.4.2\mingw32
