Getting DirectDraw Lock state of other application

I wish to know if there is any possible way for one application to know if another application has locked the primary surface? In example, a game is running and my application has suspended that game. I want my application to set pixel on screen. My application should set pixel with SetPixel, but it won't work when primary surface is locked. If my application got lock state, it would wait until it unlocks.
